If that standard was adopted some of the ambiguity would be dropped from these situations. This is ridiculous not giving citations. I live up in CO, quite a few cyclists. I have been hit 3 times once resulted in a ER visit, the guy was cited and I made a little dough. The two others they got away, nothing was ever done at least I never heard from the PD even though I gave license numbers. This stuff has to change, but WTF do we do to change it?
